The Land of IF is a concept from the Culture novels of Iain M. Banks. The Culture is an anarchic leftist post-scarcity spacefaring civilization, run (insofar as anyone runs the Culture) by a group of hyper-sophisticated AIs called Minds. They can be a bit eccentric.
